1. Consultation Service
Since the year 2002, a considerable number of legislative advices and consultation reports from JRC have been adopted by the legislative organs or organs and organizations of the CPC and the People’s Government of different levels. Prof. Zhang Wenxian, as commissioner of the Harmonization Committee of National United Judicial Examination and consultant specially invited by the Supreme Court of China, has provided huge amount of consultation advices and suggestions on the reform of our National United Judicial Examination as well as the reform of the judicial system. Prof. Zhang presided over the report “On Judicial Reform: Professional Community of Law”, etc. and his consultation report “WTO and China Law” was adopted by the People’s Government of Jilin Province. Prof. Yao Jianzong has advised extensively on over 10 legal drafts including The Statute of Legal Assistance of Changchun City draft and most of his advises and suggestions were adopted. “The Amendment Advice on Law of Protection of Minors of the PRC and Law of Prevention of Crimes by Minors of the PRC” by Prof. Huang Wenyi and Vice Prof. Song Xianzhong were adopted. The active participation and excellent achievements are highly praised and the social benefits are favorable.

2. Publicity of Theories
Besides their teaching and research, researchers of JRC often deliver reports on the conception of socialist rule of law, the socialist construction of rule of law, etc. for organs of the CPC and governments and for companies and so forth, and these reports and lectures are favorably received. Since July 2006, Prof. Zhang Wenxian and Prof. Yao Jianzong have participated in “One Hundred Reports by One Hundred Jurists” sponsored collectively by the Ministry of Publicity of the CPC, Central Committee of Politics and Law of the CPC, Ministry of Justice and the CLS. In July 2006 and in May 2007, Prof. Zhang delivered the report entitled “To Establish Socialist Conception of the Rule of Law” respectively in Xinjiang Province and Henan Province, and in May 2008, he delivered the report with the title of “Thirty Years’ of Reform and Opening-up and China’s Construction of the Rule of Law” in Guangdong Province. In June 2007 and in April 2008 , Prof. Yao delivered his report entitled “To Further the Administration according to Law, and to Construct A Government under the Rule of Law” respectively in Hebei Province and in Shanghai. In Oct. 2007, Prof. Zhang, as the representative of the 17th National Congress of the CPC, was on air with China National Radio, bringing with him his experience of this Congress. These activities of publicity were covered extensively by our central and local media.
JRC also participated actively in the publicity of the rule of law and these activities were widely welcomed. In the year 2004, Prof. Zhang Wenxian, as member of the Committee of Appraisal and Selection, attended the “Soiree for the Selection of Persons of the Rule of Law” by CCTV. Prof. Zhang’s editorial “An Interpretation of the Report of the 17th National Congress of the CPC: An Excellent Report of the Rule of Law” on Legal Daily was extensively covered by XinhuaNet, PeopleNet, etc. In 2007, Dr. Liu Xuebin participated in the exchanges online “Theory Face to Face 2007”, “Peoplenet, Forum for the Development of China into A Strong State” sponsored by the Ministry of Publicity of the CPC and exchanged views concerning the rule of law with Netizens.

3. Education Management
Prof. Zhang Wenxian, director of the Guidance Commission on Legal Education of Law Schools under the Ministry of Education, and Prof. Yao Jianzong, commissioner of the Committee of the Construction of Academic Morality of the Committee of Social Sciences by the Ministry of Education, devote themselves to works of teaching management and the construction of academic morality of the Ministry of Education and their efforts are of great help to the perfection of the discipline of legal science and to the promotion of legal education as well as academic morality. Consultation reports such as “China’s Legal Science at the Turn of the Century: Consultation Reports 1990-2005 on Legal Research and Legal Education” in the charge of Prof. Zhang provide important theoretical support for the planning of legal research as well as legal education and they are particularly influential in this respect.
